Is anyone aware of any grant funding available to complete a facility plan? 

I should add, by facility plan, I mean a comprehensive water/sewer plan.  Our old plan is called a "facility plan" but other entities call it other name.  It will be used for a master planning document for our city and support project application funding requests such as the state water plan, federal monies, etc.

  We are working with Interstate Engineering and the plan we have is outdated and needs to be majorly updated with more requirements from USDA and DANR.  Cost estimate is over $40,000.  We have asked with BHCLG our local planning district and USDA RD for funding options and they do not have any options the City of Lead would qualify for.
