Yes they are with the County Commission approving the transfer at a meeting with minutes.
This is a condition we put on every CUP:
The Office of Planning and Zoning shall be promptly notified of any change in ownership of the property for which this permit is issued. The applicant shall provide a written disclosure to all potential buyers that the (insert CUP type) is operated as a business pursuant to a Conditional Use Permit, is subject to the review and regulation of the County and continued operation of the business must comply with all conditions as stated in the Conditional Use Permit.
